The Rockland County Office of Community Development receives Leading in Lead Prevention Pilot Program funding from the New York State Department of Homes and Community Renewal. The Leading in Lead Prevention Pilot Program funding is specifically for remediating lead hazards in buildings with two or more rental units within Rockland County.
The Rockland County Office of Community Development has also received the Lead Hazard Control grant with Healthy Homes Supplement from the U.S. Department of Housing and Urban Development Office of Lead Hazard Control and Healthy Homes. This funding can be used for lead hazard remediation in both owner occupied homes and rental units in all areas of Rockland County. The Healthy Homes Supplement can be used in homes assisted with this grant to remove hazards that do not involve lead based paint.
Lead Hazard Control and Healthy Homes Program
What does the program provide?
The Office of Community Development is committed to reducing the presence of lead hazards in Rockland County's existing housing stock. To ensure that our program participants can successfully eliminate these hazards from their rental units, the program will provide:
- Up to $75,000 per unit in financial assistance for lead remediation and abatement activities;
- Up to $10,000 per unit in financial assistance to address other hazards within the home (mold, infestation, etc.)
- Temporary relocation assistance for occupants who need a place to stay while remediation activities are ongoing;
- Full lead inspections and risk assessments for income qualified units;
- Technical assistance with the creation of the scope of work for the project;
- Contractor selection through a competitive quoting process to ensure that you are getting the most out of your grant award.
Eligibility Requirements
To be eligible for financial assistance with the remediation of lead hazards the property must:
- Be located within Rockland County
- Be built prior to 1978
- Be inhabited by an income qualified household

Applicant Prioritization
- Units where a child under the age of 6 or a pregnant woman who has confirmed Elevated Blood Lead Levels (EBLLs) resides; and units where a child under the age of 6 who has confirmed EBLLs spends a significant amount of time;
- Units where a child under the age of six or a pregnant woman resides with confirmed lead hazards that have been referred to the program by the Rockland County Department of Health (RCDOH);
- Units where a child under the age of six or a pregnant woman resides that have not been referred to the program by RCDOH;
- Units where no child under the age of six or pregnant woman resides;
- Multifamily rental units where no child under the age of 6 or pregnant woman resides;
- Vacant rental units.
How to Apply
You can apply by filling out one owner application for each property that you are applying for, and one income application for each housing unit within the property you are applying for.
If you are applying for an owner occupied single family home, you would fill out one owner application and one income application.
If you are applying for a single family rental, the owner would fill out one owner application, and the tenant residing in the rental would fill out one income application.
If you are applying for a rental property with more than one unit, the owner would fill out one owner application, and the tenants of each unit for which you are applying for assistance for would fill out one income application.

Application Requirements
To be eligible for financial assistance with the remediation of lead hazards the property must:
- Be located within Rockland County
- Be built prior to 1980
- Have at least two rental units (they can be detached so long as they are part of the same property)
Applicant Prioritization
In the event that the amount of eligible applications exceeds the amount of funding available, units will be prioritized in the following order:
- Units in which a child with elevated blood lead levels resides.
- Units in which a child under the age of six, or a pregnant woman resides.
- Other occupied units.
- Vacant units.
